Mission and objectives
UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Together with national, regional and local authorities, civil societies, private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. UNDP is in line with 2030 Agenda and the Sustainable Development Goals (SDGs), to achieve national strategic capacity development.
Context
This assignment is part of a UNDP project aimed at strengthening Ukraine’s government system for crisis management and recovery. The project focuses on ensuring sustainability, effectiveness, and transparency in crisis response, emergency coordination, and strategic planning. The Ministry for Development of Communities and Territories of Ukraine (hereafter – the Ministry) has identified the need to enhance its internal systems to ensure greater accountability and transparency in the recovery process. As part of this initiative, a key objective is to foster a corporate culture among the Ministry’s employees that is grounded in the principles of transparency and integrity. To support this goal, UNDP is seeking a Corporate culture and integrity specialist with demonstrated expertise in promoting ethical behavior, effective communication and a proven track record in strengthening institutional collaboration.
Key Responsibilities:
Deliver a capacity-building activity focused on ethical behavior, inclusive communication, team interaction, and transparency principles.
Support the development of practical recommendations aimed at strengthening organizational practices, improving employee engagement, and reinforcing a culture of ethics, integrity, and trust in leadership.
Develop training programmes and support the preparation and facilitation of training sessions for Ministry personnel, aimed at reinforcing ethical leadership, employee engagement, and trust-building practices.
Perform other duties as assigned by the supervisor and UNDP Ukraine Leadership
Qualification Requirements
Bachelor's degree or equivalent in public administration, policy development, legislative and anticorruption work and related fields.
3 years of professional work experience in policy development or implementation, legislative and anticorruption work and related fields.
Working knowledge of English, fluency in Ukrainian
Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners at different levels; familiarity with the tools and approaches of communications for development
Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment
This position comes with the following benefits and entitlements for UN Volunteers (National UN Volunteer Specialist):
Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) of USD 1587 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”.
