Fincons is looking for a Database and EU Policy Specialist
TASKS
• Update of HS (Harmonised System) and CN (Combined Nomenclature) codes in database (e.g., correction or addition of CN codes, descriptions, identifiers and other data).
• Deletion of duplicates, improvement and update of the information already available and including the decisions derived from tariff classification (e.g., classification decisions, date of the decision, meeting
decision, ...).
• Analysis and verification of data (i.e., names, translations, identifiers, synonyms, chemical developed structure and other data useful for the database).
• Translation of chemical names with the database translation module. Verification and correction of existing translations.
• Creation / correction of chemical structures with the database structure module.
• Test of the database and all its modules (including the public website) regularly, particularly
during new developments and upgrades (releases), feedback to developers.
• Analysis, verification, correction, retrieval, generation of identifiers and reference data such as CAS Registry Numbers, EC numbers, UN Dangerous Goods numbers, InChI codes and InChIKey.
• Analysis, verification, correction, addition of other data necessary or useful for the database users such as references to document and legislation, keywords, physical or analytical data.
• Link to other interesting data for the database users (safety data, physical properties, analytical spectra, ECHA links, etc.).
• Export and circulation of data.
• Recommendations for improvement.
• Contact with developers in case of failure.
• Support in the preparation of working documents for the database consultations, database meetings and other relevant meetings (Customs Code Committee (CCC), Suspension, CN).
• Writing of best practices and guidelines for the use of the ECICS database and its modules: update, enrichment, translation, developed chemical structures, import and export, etc.
• Preparation of training material.
KNOWLEDGE AND SKILLS
• Ability to cope with the changing technologies used in the in-house database.
• Ability to work with a large amount of technical data and to participate in technical meetings.
• Organisational and coordination skills.
• Good communication skills with technical and non-technical audiences, in particular the ability to adapt the information to the target audience.
• Capability to write clear and structured technical documents.
• Rapid self-starting capability and ability to work autonomously and in small teams.
• Ability to deliver efficiently.
• Analysis and problem-solving skills.
• Understanding of the political, legal and economic context in which EU policies operate.
• Experience in international/multicultural environment is an asset.
SPECIFIC EXPERTISE
• Minimum 3 Yearlys’ experience in database management, information technology, computer science, or a related field.
• Knowledge of relevant legal frameworks and policy instruments, in particular in the field of customs and tariff classification, would be an asset.
• Strong analytical and research skills, with the ability to synthesize complex information.
• Proficiency in Microsoft Office and other IT productivity tools.
• Fluency in English, both written and orally. Minimum of another official language of the European
Union.
Knowledge of English (C1) is required
