Responsibilities
The TikTok USDS Joint Venture Public Policy team's work spans a broad and diverse range of functions and work streams, including government affairs and government relations; policy, product, and issue area expertise; risk and crisis management and mitigation; outreach, coalitions, and partnerships. The mission of the team is to prevent, manage, and mitigate political, legislative, and regulatory risks and to promote a political, legislative, and regulatory environment that supports growth and innovation for our business.

Responsibilities
- Build and maintain strong relationships with legislators, regulators, peer companies, and trade associations and their staff members to advance the company’s goals and objectives.
- Advocate, internally and externally, policy positions that benefit and protect the TikTok user community and advance the commercial interests of the TikTok USDS Joint Venture
- Identify, monitor and analyze relevant policy trends, legislative proposals, and issues of importance to the company.
- Articulate policy positions in briefing papers, consultation responses, and internal policy meetings
- Execute strategies for engaging with policymakers around issues important to TikTok and our community of creators.
- Serve as the lead operational partner to USDS Public Policy leadership, providing executive-level support including strategic calendar oversight, prioritization, and preparation of high-impact briefing materials and presentations and translating these priorities into integrated operating plans, timelines, and measurable deliverables
- Own department-level budget management, including planning, forecasting, tracking, and preparation of quarterly and annual financial views for leadership review while partnering closely with Finance
- Oversee procurement, contracting, and payment operations for the USDS Public Policy organization, ensuring compliance, accuracy, and efficiency across purchase orders, vendor management, invoicing, and payment workflows
- Own delivery of complex, cross-functional initiatives, setting clear ownership, managing dependencies and risks, and driving consistent execution across teams
- Provide strategic oversight of administrative and operational efforts including executive scheduling, offsites, stakeholder events, and cross-team coordination, ensuring alignment with organizational priorities

Qualifications
Minimum Qualifications
- Bachelor’s degree in Political Science, International Affairs, Government, Public Affairs, related field, or equivalent practical experience.
- Extensive professional experience working in public policy and/or government, including Congress, agency and/or administration.
- Knowledge of the legislative process and tech policy, and experience in legislative drafting
- Previous advocacy experience and willingness to serve as a registered lobbying, including ability to analyze and communicate business implications of public policy.
- Demonstrated experience leading strategy execution, operational planning, and cross-functional initiatives at scale
- Deep experience managing procure-to-pay processes, vendor relationships, and financial operations with a high degree of accuracy and judgment
- Proven ability to partner with senior leaders, exercise discretion, and operate effectively in environments with ambiguity and competing priorities

Preferred Qualifications
- Professional experience or advanced degree in International Relations, Public Policy, Political Science, Law, or a related field
- Demonstrated experience supporting public policy, government relations, or regulated environments

【For Pay Transparency】 Compensation Description (Annually) - Washington, DC
The base salary range for this position in the selected city is $ 178200 - $ 414720 annually.​
Compensation may vary outside of this range depending on a number of factors, including a candidate’s qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.​
Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others. Employees also receive 10 paid holidays per year, 10 paid sick days per year and 17 days of Paid Personal Time (prorated upon hire with increasing accruals by tenure).​
