International Law Enforcement Advisor – Kenya (Contract)

SUMMARY

The Law Enforcement Advisor - Kenya (LEA) plays a critical role in strengthening Kenya’s capacity to investigate and prosecute human trafficking and related child exploitation crimes. This position requires a highly experienced law enforcement professional with extensive expertise in complex investigations, including human trafficking, online sexual exploitation of children (OSEC), financial investigations, and cross‑border or transnational crime. The LEA works closely with HTI’s Country Director, Special Counsel, and in‑country partners, including the Directorate of Criminal Investigations (DCI), to provide advanced technical assistance, mentorship, and training to DCI investigators, police and justice-sector stakeholders. The LEA also develops strong relationships with government and non‑government stakeholders, conducts assessments, and supports the implementation of HTI’s model in Kenya.  This part-time position will be on-site in Nairobi, Kenya for two-weeks a month.

WHAT YOU’LL DO

Training

Collaborate with Country Director and Special Counsel, to design, develop, and deliver training for law enforcement, prosecutors, judicial officials, and key stakeholders.

Expert Mentorship

Provide advanced technical guidance and support on proactive and reactive investigative strategies for human trafficking, child exploitation, OSEC, internet-facilitated exploitation and financial investigations connected to these offenses including cross‑border cases, and coordinate with domestic and international partners when appropriate.

• Support development of evidence‑based, victim‑centered, and prosecution‑led investigative approaches.
• Advise investigators on digital and OSINT‑based investigative methods, including social‑media exploitation, online tracing, and electronic evidence development.
• Assist in identifying investigative gaps, systemic barriers, and opportunities for strengthening case outcomes.
• Provide guidance on case management.
• Advise investigators on victim‑centered and trauma‑informed interviewing techniques.
• Advise on best practices for interviewing suspects.

Cultivate Relationships

• Develop and maintain relationships with key stakeholders within Kenya’s criminal justice system and with non‑government organizations.
• Communicate HTI’s vision and mission to government officials, practitioners, and other stakeholders.

Case Data & Reporting

• Maintain detailed data on investigations and cases where HTI is involved
• Draft reports for internal use.

WHAT YOU’LL BRING - REQUIRED

• Bachelor's degree (or equivalent) in criminal justice, criminology, law, or security studies.
• 8+ years of law enforcement experience, including substantial experience investigating human trafficking, child exploitation, OSEC, and financial or organized crime cases.
• 3+ years of experience conducting digital and OSINT‑based investigations, including social‑media exploitation, online tracing, and electronic‑evidence development.
• Experience collaborating with prosecutors, intelligence units, and multi‑agency task forces.
• Demonstrated experience engaging with senior‑level government officials and exercising diplomacy, discretion, and cultural sensitivity in complex or high‑stakes environments.
• Ability to develop specialized training on human trafficking, child exploitation, OSINT, and financial crime into accessible, skills‑development training for diverse practitioner groups.
• Dynamic presentation and facilitation skills.
• Excellent written and oral communication skills

WHAT YOU’LL BRING - PREFERRED

• Advanced training in investigations, financial crime, cybercrime or related fields.
• 3+ years of experience designing and delivering training on human trafficking, crimes against children, domestic violence, gender-based violence, cybercrime, or related offenses.
• Demonstrated experience leading, supporting or working on cross‑border or transnational investigations.
• Experience working in diverse operational contexts, including international settings.

CONTRACT DETAILS

• Position is based in Nairobi, Kenya.
• Eight deployments per fiscal year (June–November, February–March).
  • 10 in‑country business days, with 4 non-business days, totaling 14 nights each trip.
  • Scheduled in a consistent two‑week working rhythm.
• Adapt to travel or scheduling changes within the established budget structure.
• Provide limited remote support outside in‑country periods as required.
• Valid driver’s license preferred.
