Manager
Messaging Product Policy is seeking a product policy manager to drive policy development and regulatory strategy across Meta's messaging products — Messenger, Instagram Direct, and WhatsApp — with a focus on fraud and scams, user safety, enforcement precision, and AI-powered product integrations. This role sits at the intersection of product integrity and government engagement, and will own the policy response to regulatory frameworks governing online safety in the UK and EU. In this role, you will collaborate with Product, Trust and Safety, Engineering, Legal, Public Policy, Communications, and Operations teams to develop scalable policy solutions, shape enforcement approaches, and support regulatory readiness. You will also help shape policy approaches for AI integrations across messaging products — including generative AI features, AI-assisted communications, and automated experiences. You will use AI tools as part of your daily workflow to drive efficiency and analytical rigor.

Responsibilities

  • Develop and refine policies governing fraud, scams, and safety across WhatsApp, Messenger, and Instagram Direct, with emphasis on improving enforcement efficiency and precision
  • Stay informed on regulatory developments relevant to messaging products and work with Public Policy teams to ensure product policy accounts for regulatory requirements
  • Work with Product and Engineering teams to translate regulatory obligations into product requirements and scalable enforcement solutions
  • Identify opportunities to leverage AI tools and automation to improve policy operations, analysis, and decision-making workflows
  • Build cross-functional relationships across product, communications, legal, operations, and public policy teams
  • Act as an escalation point of contact for integrity issues and manage internal communications for policy matters
  • Review product launches for policy risks related to scams, safety, and regulatory compliance


Minimum Qualifications

  • 5+ years of work experience in policy, regulatory affairs, enforcement, or operations, with an emphasis on technology or telecommunications
  • Familiarity with regulatory environments and frameworks relevant to technology, online safety, or consumer protection
  • Experience in internet/technology policy, with exposure to topics such as online safety, fraud/scams, or consumer protection
  • Demonstrated proficiency using AI tools to enhance productivity and analytical workflows
  • Experience working cross-functionally and consensus-building, including managing multi-stakeholder projects
  • Experience analyzing complex policy issues and developing written policy positions on ambiguous, evolving topics


Preferred Qualifications

  • Experience managing incident response or regulatory escalations
  • Familiarity with regulatory frameworks (DSA, ePrivacy, AI Act, Online Safety Act) as they apply to messaging or social media products
  • Experience working on or with messaging platforms or encrypted communication products
  • Demonstrated ability to integrate AI tools into daily work (e.g., analysis, drafting, data synthesis) and stay current with emerging capabilities
  • Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
  • Experience at a technology company or regulator in a role focused on scams, fraud, or financial crime
  • Experience with enforcement systems, including scaled content moderation or integrity operations
  • Experience working with or alongside government regulators, particularly those focused on online safety, scams, or consumer protection (e.g., OFCOM, EU Digital Services Coordinators)
  • Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
  • Advanced Degree or Law Degree
  • Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
