Analyst

The Security Engineering Program (SEP) under Homeland and Force Protection at Leidos currently has an opening within the Professional Services Support (PSS) Program for a Finance Policy Analyst. As a Policy Analyst, you will analyze actual and predictable operational activities or information related to a military, governmental, or program to help customers make better-informed decisions. Your duties may include qualitative and quantitative analyses, including data modeling, simulations, and decision support system applications.  Works independently to achieve day-to-day objectives with a significant impact on operational results or project deliverables. Responsible for entire projects or processes within a professional area. Develops solutions to unclear problems and issues requiring thorough analysis and domain knowledge. This position is in the DC Metro Area.

Primary Responsibilities

Obtains financial information from within and outside an organization for relevant guidance or other information; reviews and evaluates the financial data and makes recommendations as appropriate.

  • Analyzes budget, accounting, and program data to make comparisons and draw conclusions.
  • Uses established models and tools for analyzing data.
  • Gathers and interprets pertinent data from a variety of sources and identifies trends.
  • Evaluate different sources of information and reconcile conflicting or ambiguous data.
  • Applies existing standards, rules, and regulations to problems explicitly and not explicitly identified.

Support the preparation of the Military Interdepartmental Purchase Request (MIPR).

Support the analysis and management of Unliquidated Obligations (ULO)

Purchase services and materials, including the allocation, reporting, and documentation of the purchases.

Support administrative and security program initiatives and functions as required.

Basic Qualifications

  • Bachelor's degree in a related area or equivalent work experience.
  • Minimum of Six (6) years of experience providing resources and requirements support for DoD or other adjacent government agencies.
  • Exhibits excellent oral and written communication skills.
  • Experience preparing detailed finance reports and analyses in the functional requirements area for decision-makers at the operational and executive levels.
  • Experience advising government representatives regarding regulatory and higher headquarters guidance and requirements.
  • Familiarity with DoD, missions, capabilities, and organizations.
  • Familiar with DoD document/briefing templates as well as AO processes.
  • Must maintain a valid driver's license and participate in driver protective/evasive training.

Preferred Qualifications

  • Experience with Power BI
  • Experience with Federal, State, and Local Emergency Operations
  • Process improvement methodologies, certification or qualification
