Policy Enforcement Lead, Trust and Safety - USDS

The Risk Containment team's mission is to protect the platform and our users by serving as the centralized experts for all critical USDS community guideline escalations. We are dedicated to resolving immediate crises with speed and precision while using data and insights to identify systemic weaknesses. Our ultimate goal is to work upstream with partners to prevent issues from ever reaching the escalation stage, ensuring a safer, more compliant, and more trustworthy environment for our community.

About the role
As a Policy Enforcement Lead, you will oversee the handling of complex USDS JV escalations and bridge the gap between regional and Global Risk Containment teams. You will serve as a subject matter expert in Community Guideline enforcement, providing critical guidance. Manage cross-functional stakeholder interests while maintaining operational excellence across flexible shift schedules.
Leadership
- Lead team with empathy.
- Willingness to perform escalation tasks and duties, including viewing harmful or disturbing content on the platform.
- Conducting weekly meetings focused on performance management and behavioral performance.
- Performs other related duties and assignments as required and as assigned by supervisor.
- Develop and maintain robust capacity models to forecast future staffing continuous improvement of operational margins through the refinement of standard operating procedures (SOPs).
Expertise in Policy
- Interpret and enforce TikTok's Community Guidelines, which help maintain a positive and safe environment for our user community.
- Stay current on key workflow changes and policy updates.
- Leverage unique vantage point to help bridge gaps between Policy, Moderation, and Trust & Safety teams in order to improve policy and process.
Triage & Investigations
- Review, investigate, and process reported escalations and respond to partner inquiries with high quality, accuracy, and speed across multiple channels for TikTok (e.g., escalated user issues, business and partner inquiries, regulatory requests, etc.).
- Provide real-time summaries for crossfunctional partners related to ongoing and resolved emergency escalations.
- Partner with cross-functional partners in Legal, PR, and Comms to support external communications that reflect TikTok's response to high priority escalations, while maintaining discretion and attention to detail in complying
- Deal with escalations, ambiguity and grey areas, and collaborating with subject matter experts to quickly resolve issues.
- Work on issues and content that includes but is not limited to child exploitation, graphic violence, self-injury, suicide - all of which would be considered offensive or disturbing.
Data-driven decision making
- Utilize data plus internal tools and systems to help Trust & Safety teams analyze trends, identify patterns, and share insights that support process improvements.
- Share data and insights that identify policy gaps and grey areas, all with the intention of improving policy to enable clear, scalable enforcement.
- You can leverage a deep understanding of technical content-moderation tools and system capabilities to oversee high-priority escalations and drive strategic risk containment across global stakeholders.
- Identify manual operational bottlenecks and architecting automated solutions to increase speed, accuracy, and scalability.
- Responsible for monitoring and optimizing resource utilization rates to ensure maximum productivity across all workstreams

Qualifications
Minimum Qualifications
- Bachelor's degree or a combination of 3+ years of experience in one or more of the following: Trust & Safety, Operations, Incident Management, Content Moderation, or prior experience in leadership.
- Experience leading high performing teams and ensure continued team growth and development.
- The role may also require participation in a 24/7 on-call rotation, including holiday support.

Preferred Qualifications
- Experience in online investigations, analysis, escalations, or operations, content policy, project management, or equivalent relevant fields, such as content policy, project management, or equivalent relevant fields, such as content moderation or model labeling.
- Ability to thrive in fast-paced, ambiguous environments, prioritize work, and make grounded decisions.
- Highly organized with experience prioritizing multiple functions and tasks while managing their work time efficiently without compromising quality.
- Knowledge of social media challenges and sensitivity to safety, regulatory, or compliance issues.
