Meta is seeking a Policy Manager to support the execution of global policy priorities. In this role, you'll be a member of the Policy Planning team, a globally focused central function that supports the work of policy teams through strategic planning, coordination, and policy advising. Your primary responsibility will be to produce high-quality policy briefs, talking points, and strategic analyses for leadership engagements with external stakeholders, including heads of state, senior government officials, and industry leaders. You will drive internal alignment on goals, messaging, and analyses and support strategic engagements more broadly.
The ideal candidate is able to manage shifting priorities and deliver quality work products within tight timelines and produce high-quality written work products while managing competing deadlines and shifting priorities. They will have demonstrated experience in thinking strategically, developing novel approaches to complex policy challenges, and communicating effectively with imperfect information, especially with senior leadership and/or policymakers.
Responsibilities
Lead planning and execution of Policy-related leadership engagements
Work directly with leaders and across teams to draft and prepare leadership engagement briefs and remarks
Synthesize inputs from regional policy teams, legal, comms, and subject matter experts into cohesive briefing documents — exercising editorial judgment on what to include, elevate, or flag
Staff Policy leadership when travel requires on-the-ground support
Develop and maintain tools and systems to coordinate and track Policy engagements with internal and external stakeholders across teams and time zones
Manage the end-to-end lifecycle of engagement briefs — driving workback plans, coordinating inputs from SMEs, ensuring fact-checking and quality control, and delivering on deadline
Provide substantive, high-quality policy analysis on business, technology, regulatory, and political developments to inform leadership thinking
Leverage AI tools to increase productivity personally and across the Policy organization
Minimum Qualifications
Bachelor's degree in Political Science, Public Policy, International Relations, History, Technology, or a similar field
10+ years of experience in public policy, tech, or a similar field, with a significant portion spent writing for or advising senior decision-makers
Experience drafting policy briefs, memos, or talking points for C-suite leadership, cabinet-level officials, or elected officials
Experience working directly with senior leadership stakeholders
Project management and communications (long- and short-form) experience; experience in prioritizing competing work streams based on impact, deadlines, and stakeholder needs, shifting priorities, and acting proactively
A deep understanding of technology policy, regulatory environments, and political dynamics
Experience translating complex policy issues into clear, decision-useful briefings for senior leadership
Proven track record of driving results by working collaboratively with multiple teams, understanding different perspectives, and working to identify the best path forward
Preferred Qualifications
Experience with speech writing
Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
Experience working with scheduling and advance functions
Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
Advanced Degree, MBA, or Law Degree
$153,000/year to $224,000/year + bonus + equity + benefits
