Meta is seeking a Policy Partnerships & Campaigns Manager to join our India Policy Programs and Campaigns team. As part of Meta’s Global Public Policy organization, this role will lead our Policy partnership strategy and state-level engagement to demonstrate the value of our platforms and investments in safety, integrity, and innovation across India. You will design and execute a strategic plan to advance the responsible use of technology in India, with a focus on partnerships across the country and regional implementation. Through structured, scalable collaborations with state governments, public institutions, academics, non-profits, and other key stakeholders, you will help our users including young people and citizens with the skills to navigate technology safely and responsibly. You will lead key external relationships at the state level, identify emerging opportunities for collaboration and research, and ensure Meta’s initiatives are responsive to state priorities and policy contexts. Internally, you will work closely with policy, communications, marketing, and research teams to align state strategies with Meta’s broader public policy goals.

Responsibilities

  • Develop and execute a comprehensive state-level strategy to advance Meta’s policy Programs and Campaigns across states in India
  • Identify, prioritize, and nurture partnerships with state governments, state agencies, and regional public institutions to support safety, digital literacy, and innovation goals
  • Design and manage programmatic partnerships with state governments, academics, non-profits, and civil society organizations that support responsible and safe use of technology
  • Maintain meaningful, trust-based relationships with external partners, serving as a primary point of contact for state-led initiatives
  • Co-create and adapt Meta’s safety, integrity, economic opportunity, and digital literacy programs for implementation at the state level, tailored to local contexts and languages
  • Manage research initiatives and pilots with state and regional partners to generate insights, data, and case studies that inform policy and program improvements
  • Represent Meta in state-level dialogues, working groups, and public forums with policymakers, regulators, academics, and civil society on topics such as online safety, digital literacy, and tech policy
  • Convene and participate in multi-stakeholder discussions at the state level to identify new areas for collaboration and advance shared policy objectives
  • Work with internal policy, communications, marketing, and research teams to align state strategies with Meta’s national and global policy priorities
  • Lead the creation of communications, educational, and marketing materials tailored to state-level stakeholders and audiences
  • Drive the ideation, planning, and execution of state and regional events, campaigns, and collateral (e.g., workshops, trainings, convenings) that showcase impact and strengthen partnerships


Minimum Qualifications

  • MINIMUM QUALIFICATIONS
  • Bachelor’s degree in Public Policy, Public Affairs, Communications, Political Science, or a related field
  • 8+ years of relevant work experience in public policy, public affairs, or related fields, with demonstrated exposure to state-level policymaking or implementation in India
  • Proven experience building and managing partnerships with governments, non-profits, or academic institutions, preferably at the state or regional level
  • Experience deploying policy or public interest programs in India, including program design, stakeholder engagement, and implementation
  • Experience drafting internal and external materials on policy issues for broad audiences (government, civil society, internal stakeholders)
  • Demonstrated project management skills with demonstrated experience in managing multiple, fast-moving, high-priority initiatives
  • Proven interpersonal skills and the ability to build collaborative relationships across all levels of seniority, both internally and externally
  • Knowledge of tech policy and trust & safety issues relevant to India
  • Strategic and creative thinker, able to translate policy objectives into practical partnership and state engagement strategies


Preferred Qualifications

  • Experience leading multi-state or multi-market policy programs, research projects, or campaigns
  • Experience working directly with state governments, state agencies, or state-level public institutions in India
  • Experience in partnership development, negotiation, and management across public, private, and civil society sectors
