Project Manager Lead, Eco Governance - AI Data Service Operations

About the Team
The AI Data Service and Operations (ADSO) team provides safety and non-safety data annotation services, search operation services, and customer services for ByteDance's international products, helping them to build their own data ecological security. In order to optimize user experience while upholding negative content governance on our platforms, the Eco Governance team within ADSO focuses on data labeling work to support online content strategies and AI/LLM model development.

As the Project Management Lead in the Eco Governance team, you will lead end-to-end delivery of AI data annotation projects with a strong focus on Trust & Safety or content moderation related project. You will directly manage a team of AI Project Managers while working closely with the Policy team to ensure annotation guidelines, labeling quality, and model evaluation outcomes align with platform policies. Your work will play a critical role in reducing policy violations, preventing harmful content from reaching users, and minimizing Ecosystem Negative View Rate caused by inaccurate or inconsistent moderation.

Responsibilities
- Lead data annotation projects: manage the end-to-end execution of multiple projects, ensuring performance targets and SLAs are met.
- Collaborate closely with the Policy team: Translate evolving policies into clear, actionable annotation guidelines; review and refine labeling standards to ensure they support accurate policy enforcement without creating unnecessary negative user impact or increasing Ecosystem Negative View Rate.
- Serve as the primary stakeholder interface for key internal requestors: translate product or business needs into clear labeling project requirements, align on targets, support workforce management planning, and develop delivery plans.
- Drive delivery governance and cross-functional collaboration: Establish operating rhythms, execution reviews, and escalation frameworks across QA, vendors, Policy, and business teams to maintain consistent policy application.
- Leverage data to manage performance: Monitor dashboards for annotation quality and safety metrics, detect anomalies in policy enforcement, perform root cause analysis on labeling errors or policy gaps, and drive improvements that reduce Ecosystem Negative View Rate.
- Lead continuous improvement efforts: identify process gaps, design and implement workflow optimizations, and partner with tooling teams to drive automation and scalability.
- Risk and change management: Proactively identify delivery and policy-related risks (including potential increases in Ecosystem Negative View Rate), propose mitigation plans, and lead operational transitions when policies or priorities change.
- Deliver strategic reporting: Synthesize project data, policy compliance metrics, and quality insights into clear recommendations for leadership and cross-functional partners, with emphasis on Trust & Safety impact and user experience balance.

Qualifications
Minimum Qualification(s)
- Bachelor's degree or above
- At least 5 years of project/program management experience in AI data annotation, large-scale data operations, content moderation, Trust & Safety, or related fields.
- At least 3 years of regional team management experience, with proven ability to lead a team of project managers or similar roles.
- Proven track record of driving successful project and operational execution with cross-functional teams (especially Trust & Safety or Policy teams) and third-party vendor partners.
- Strong proficiency in both spoken and written English, with excellent stakeholder management and communication skills — especially in presenting complex evaluation findings and recommendations to regional/global teams in a fast-paced environment.
- Strong data skills (Excel, SQL, dashboard development) and experience using data-driven approaches to analyze performance, conduct root cause analysis, and drive continuous operational quality optimization and process improvement.

Preferred Qualification(s)
- Direct experience working with Trust & Safety Policy teams to implement or refine content moderation guidelines and reduce negative ecosystem metrics (such as Ecosystem Negative View Rate).
- Familiarity with model/LLM training, evaluation, or safety alignment, especially in the context of content moderation and harmful output prevention.
- Experience working with or implementing machine labeling or hybrid (machine-human) labeling workflows for Trust & Safety tasks.
- Certification in Project Management (PMP, Agile, or Lean Six Sigma).
- Majors in Data Science, Statistics, Mathematics, Computer Science, or related fields are preferred.
