Public Policy Manager - Philippines

Responsibilities
About the Team:
The Southeast Asia (SEA) Public Policy & Government Affairs team's work spans across a broad and diverse range of functions and workstreams, including government affairs and government relations; policy and issue area expertise; risk and crisis management and mitigation; outreach, coalitions, and partnerships; and philanthropy.

We are seeking a Public Policy Manager to help in leading ByteDance's policy strategy and engagement in the Philippines. In this role, you will be working collaboratively to promote a political, legislative and regulatory environment that supports growth and innovation for the business, while contributing to global and national socio-economic impact objectives.

Responsibilities:
- Build and establish relationships with local and national policy makers, government authorities and advisors;
- Maintain and develop a strong network of third-party public interest groups, industry associations and academics engaged in technology policy issues;
- Proactively identify and address emerging and significant policy issues in the Philippines, as well as regulatory developments that could present risks with implications for the company and its products;
- Monitor political and social events in Philippines, and work with cross-functional teams to leverage opportunities or mitigate risks;
- Articulate our policy positions in briefing papers, consultation responses, and internal policy meetings;
- Work with cross-functional teams to shape a strategic and actionable public policy plan for Philippines, and generate necessary reporting and documentation of outcomes;
- Work closely with trust & safety, communications, legal, e-commerce and product teams on the development of products, services, and policies, as well as integration of key public policy projects.
- Build creative public policy programmes, track qualitative and quantitative analysis of the programme's performance and ensure programme impact.

Qualifications
Minimum Qualifications:
- Education: JD or Bachelor’s degree in Political Science, International Affairs, Government, Public Affairs, related field, or equivalent practical experience.
- Domain Expertise: Deep understanding of the formulation and execution of public policy strategies, including the laws and regulations relevant to digital platforms and TikTok users in the Philippines.
- Stakeholder Management: Strong established relationships with local government, NGOs, and institutions, with the ability to influence and collaborate across functions to implement programs.
- Research & Analysis: Strong analytical abilities to interpret complex situations, effectively communicate their implications for the company, and defend priorities for the public policy function.
- Operational Excellence: Excellent organizational and planning skills with outstanding attention to detail and the ability to build creative policy programs.
- Agility: Ability to react quickly to changing circumstances, deal with ambiguity, and demonstrate a strong sense of responsibility and self-drive.
- Global Context: Experience working in multi-market and cultural environments.

Preferred Qualifications:
- Advanced Subject Matter Knowledge: Strong understanding of key public policy issues that impact user-generated content, including content moderation, child safety, online safety, and cybersecurity.
- Extended Network: Strong network of experts, academics, and NGOs, able to help direct TikTok regarding new trends and research on relevant issues.
- Cross-Functional Leadership: A history of successful cross-functional team leadership with deep experience influencing others to successfully implement initiatives.
- Professional Traits: High level of discipline and self-motivation suitable for a fast-paced tech environment.
