About Ofcom

As the UK’s communications regulator, we’re delivering vital work that helps keep the UK connected and shapes the future of how we’ll stay connected with each other.

Our work covers everything from phones and broadband, through to TV, radio, the postal service, and wireless devices. We’re also taking on the challenge of making the online world a safer place. And we need people of all backgrounds, skill sets, and experiences to help us achieve our goal of making communications work for everyone.

About the Team

The Policy Profession is a small team playing a big role in delivering Ofcom’s Transformation Programme. This sets out an ambitious direction for our organisation, both in terms of what we will do and how we will do it. The way policy colleagues work, the tools we use, and the methods at our disposal will need to adapt for the plan to succeed.

Our mission is to help strengthen policymaking, and we have a strong track record delivering training and development, hosting events, and building a professional community for policy colleagues. We are also responsible for delivering Agile Policymaking, which will be a fundamental part of Ofcom’s transformation. The team is growing to help us achieve the ambitious and exciting plans ahead.

Purpose of the Role

The Policy Profession is in the exciting position of recruiting new members to the core team. There are two Senior Associate roles available. As Senior Associate, you will report to the Principal Lead of the Profession.

We are a small team, and you will be involved in the day to day running of the Profession as well as taking ownership of important deliverables. You will project manage and help deliver key workstreams, as well as contributing to our strategic direction by sharing your insights and ideas for change.

Your Key Responsibilities

  • Project managing a workstream or projects that are a core part of the Ofcom-wide Transformation programme. Managing multiple deadlines, paying close attention to detail, and being proactive to ensure work runs smoothly. Our focus for the next 12+ months will be on building a greater organisational understanding of how we develop policy and run policy projects, in order to bring clarity and strengthen these processes.

  • Playing a key role in the delivery of specialist training for policy colleagues. You’ll bring your expertise in this area, or gain new knowledge, in order to help design and deliver quality training.

  • Supporting other workstreams and deliverables by working closely with the team and other colleagues across Ofcom, as needed.

  • Sharing your ideas, feedback and insight to help guide our team’s strategy. Contributing practically and strategically (e.g. by sharing your ideas and creative suggestions) to the work of the Policy Profession.

  • Working closely with more junior colleagues to help them manage their work and grow their skills whilst delivering our plans.

  • Supporting the team in preparing materials for senior management reviews and meetings with senior leaders. Helping us to monitor and track the impact of our work to ensure we are always progressing toward our goals.

The skills, knowledge and experience you’ll need for success

  • Trailblazing Ideas: you’ll bring fresh perspectives through creative and original ideas to improve organisational processes and systems, and solve tricky problems.

  • Executing plans: You will possess first-class organisational skills. You’ll be able to demonstrate how you have identified and prioritised tasks to create and deliver effective project plans and shown attention to detail.

  • Harmonising Work: You’ll be able to demonstrate how you’ve worked with others to ensure projects run smoothly and deadlines are met.

  • Forming relationships: Communicating professionally with a range of senior stakeholders or key decision-makers. You’ll be engaging with diverse colleagues and building a network of contacts across Policy Teams, so we’d like to see how you’ve been a good communicator who can build productive relationships with others.

  • You will be able to demonstrate an interest in the areas we regulate and how we work as a regulator. You’ll be able to share your ideas and creativity to help the team strengthen policymaking across Ofcom. -

  • Experience in policy development either through experience or learned knowledge; ideally in a regulatory context.

  • Embracing change: Flexibility and adaptability. You will be able to pivot to new tasks or tackle new questions as we engage with our diverse portfolio of work.

Inclusivity Statement

Ofcom has a clear mission: to make communications work for everyone.  To be able to deliver on this, we want our organisation to reflect the diversity of background, experience, upbringing and thought that exists across the UK.  We aim to recruit from the widest pool of candidates possible – no matter your social background, age, ethnicity, sexual orientation, gender, or disability. We also warmly welcome applicants who are returning to the workforce after a break – for whatever reason. If you have taken time away and are ready to rejoin, we look forward to reviewing your application.

Where positions are listed as full-time, we remain open to reduced hours, part-time arrangements, job shares, and other flexible working options. From day one, we champion flexible work arrangements to accommodate individual needs. You can read more about our Rewards, Benefits and Well-being on our careers page.
