The Team

In 2024, over S$1.1B was lost to scams in Singapore. Numbers for the first half of 2025 have shaped up to be in the same range. ScamShield is one piece of how the country fights that, and we are hiring an Engineering Manager to lead it.


You will be joining the ScamShield team, which builds and operates Singapore's national anti-scam platform. ScamShield protects citizens from scam messages, calls, and links through AI-powered detection systems, provides tools for government agencies like the Singapore Police Force to coordinate anti-scam efforts at scale, and is expanding into scam awareness and education to help citizens recognise and avoid scams before they happen.


The team is cross-functional and own the product outcomes end-to-end: four engineers, a product manager, a UX designer, and operations partners, all working as one unit. User research, design, full-stack delivery, product metrics, maintenance & incident management, there is no separate function we hand off to.


You lead the engineers, set technical direction, and partner with the product manager as a peer on strategy, scope, and metrics.


About the Role

We are looking for an Engineering Manager who leads the team and stays close to the technical work. You will run delivery planning, hire and grow the team, and partner with the product manager on metrics and scope, while continuing to write production code in TypeScript, review architecture, and debug incidents.


You report directly to the engineering division lead and own ScamShield's engineering outcomes: hiring, technical direction, delivery commitments, and stakeholder relationships with the Singapore Police Force and the Anti-Scam Centre.


Key Responsibilities

  • Lead the engineers: set technical direction, resolve blockers, and run delivery planning
  • Hire engineers, onboard them, and manage performance
  • Partner with the product manager as a peer on product strategy, scope, and metrics
  • Build and maintain relationships with stakeholders at the Singapore Police Force, the Anti-Scam Centre, and other government agencies
  • Stay hands-on in the code: production contributions, design reviews, infrastructure decisions, incident debugging, and pair programming
  • Own difficult conversations and deliver direct feedback


Preferred Skills and Qualifications

  • Proven experience building and growing engineering teams of 3-8, including hiring, onboarding, and performance management
  • Track record of planning multi-quarter delivery, breaking work into milestones, and flagging risks early
  • Ability to connect engineering work to measurable outcomes, and to validate metrics before relying on them
  • Non-trivial production code shipped in the last twelve months, preferably in TypeScript or a similar language
  • Familiarity with OGP's primary stack: TypeScript, React, NestJS, AWS, and PostgreSQL. Experience with OpenSearch, NestJS, machine learning classifier systems, or anti-fraud / trust and safety domains is a plus
  • Initiative in working across product, design, and external agencies
  • Experience working alongside engineers with deeper codebase context than your own


This is not a pure management role. You’ll be expected to stay hands-on, write code, and lead by example, while also growing and guiding a team to deliver impact.

Projects OGP has worked on include:

ScamShield — iOS and Android mobile apps, enhanced in August 2024, help users check and report suspicious communications. The apps automatically filter known scams using an AI-powered machine learning classifier. An Admin Dashboard also allows police to verify reported scams.

ParkingSG — A mobile app alternative to parking coupons. It lets users pay, extend, and refund their parking sessions just using their phones.

RedeemSG — Helps the Singapore Government to create, send and track redemptions of digital vouchers easily.

COVID-19 Vaccination — A suite of systems built to enable Singapore's national vaccination campaign for COVID-19. This includes informational sites, appointment booking systems, and records management systems.

data.gov.sg — An open repository of all the Singapore Government's public data. It helps people understand the data using visualizations and articles, and provides real-time APIs for developers to use.

Isomer — Provides government agencies with an easy-to-deploy static website building and hosting service to create usable, secure and faster informational websites quickly.

FormSG — A form builder tool for agencies to self-service and create online forms that capture classified data, with the goal of replacing paper forms.

PaySG — Was developed to enable digital payments for government services, and was initially used for payments for COVID-19 swab tests and Stay-Home Notices for incoming travellers to Singapore.
