The Senior Manager, Counterfeit Policy Operations Lead will set the direction for eBay’s global counterfeit policy operations, including counterfeit risk, seller behavior, high-risk categories, brand and product signals, enforcement quality, repeat offender risk, and marketplace controls. This leader will manage a team of Policy Managers and Policy Specialists who turn counterfeit risk, legal requirements, marketplace trends, customer reports, brand concerns, and operational data into clear policies, practical enforcement standards, and measurable results.

We are looking for a leader who can make sound decisions in complex situations, explain policy choices clearly, and help teams move from issue identification to action. This role works closely with Legal, Product, Engineering, Customer Service, Analytics, Authentication, and Operations to make sure our counterfeit policies are clear, scalable, measurable, and ready to support modern enforcement tools. What you Accomplish

You will lead eBay’s global counterfeit policy operations strategy and guide the team responsible for policy intent, risk assessment, enforcement planning, and ongoing improvement. You will help us identify emerging counterfeit trends, high-risk categories, brand concerns, seller behavior patterns, enforcement gaps, appeal trends, and customer impact.

We will look to you to set priorities, clarify decisions, remove blockers, raise quality standards, and build consistent ways of documenting policies, requirements, controls, and decision frameworks.

You will help us make counterfeit policies easier for sellers, brands, buyers, and internal teams to understand and apply.

You will use enforcement outcomes, appeal data, false positive and false negative signals, seller impact, customer reports, partner concerns, authentication insights, and operational results to improve how we work. You will share clear recommendations with senior leaders on counterfeit risk, enforcement health, performance, and where we need to act next.

You will represent counterfeit policy operations in governance forums, planning discussions, and major marketplace initiatives. We will rely on you to partner with Legal and Regulatory teams on changing obligations, litigation risk, customer harm, and external expectations while balancing buyer trust, seller fairness, brand protection, marketplace growth, and compliance.

What you bring

We are looking for someone with 10+ years of experience in counterfeit enforcement, trust and safety, ecommerce policy, platform governance, brand protection, legal operations, risk, or compliance. You have led managers, senior individual contributors, policy experts, or domain specialists in a global environment.

You understand counterfeit risk, including product authenticity, brand misuse, seller abuse patterns, high-risk categories, repeat offender behavior, enforcement controls, appeals, and seller remediation. You know how to turn complex legal, policy, operational, and data inputs into clear strategy, practical requirements, and action.

You communicate clearly with senior leaders and cross-functional partners. You use sound judgment, data, and customer impact to make decisions. You can influence without relying on authority, and you help teams align around what needs to happen next.

Requirements

  • Dedication to working they Hybrid Model with 3 days per week onsite in our Austin, TX office

  • 7+ years of experience in counterfeit and Intellectual Property

  • Experience, preferably in ecommerce, in the areas of policy, program management and/or strategy development

  • Familiarity with AI tools and an AI-first approach, with a demonstrated ability to use technology to improve insight, execution, and decision-making.

  • Analytic and strategy development skills including expert Excel (pivot tables, advance functions, statistics) and PowerPoint skills; Superior skills in SQL coding and database query (e.g., SQL) and understanding of data warehouse architecture are required

  • A willingness to challenge existing approaches and ability to drive positive culture changes

  • Practiced at solutions design with an ability to think holistically about the impact that any changes will have on both eBay’s buyers and sellers

  • Ability to build credibility with partners

  • Outstanding personal initiative, a “can-do” spirit

Education:

  • BS/BA degree in related field required; Masters or MBA degree preferred

  • Degrees in business or analytics preferred

  • Work experience in consulting, strategy development, or analytics preferred

Additional Details

The base pay range for this position is expected in the range below:

$150,000 - $175,000

Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.

If hired, employees will be in an “at-will position” and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors.
