About the role
The Senior Public Policy Manager, in coordination with the Director of licensing and public policy, leads the pursuit of Business-to-Government (B2G) contracts across various regions. This includes acquiring contracts for both rides and rentals, and ensuring the full range of activities required to successfully compete for and execute B2G opportunities.

What you can expect
Main tasks and responsibilities:
Political & Regulatory Risk Management – Oversee and mitigate political, regulatory, and legislative risks through proactive strategy design, execution, and measurable engagement KPIs.
Stakeholder Mapping & Relationship Management – Identify, map, and maintain relationships with key stakeholders (elected officials, civil servants, regulators, NGOs, civil society, and advocacy groups), ensuring information remains accurate and actionable.
Advocacy & Representation – Represent Bolt in meetings, hearings, and negotiations with public and third-party stakeholders, delivering effective oral advocacy and building trust with decision-makers.
Message Development & Policy Materials – Craft and localize messaging, drafting position papers, submissions, consultation responses, and supporting materials tailored to country-specific contexts.
B2G Business Development – Lead identification, pursuit, and acquisition of government contracts for rides and rentals, while developing a pipeline of tenders, grants, and direct negotiations to expand Bolt’s public-sector business footprint.
Procurement & Compliance – Coordinate tender submissions, proposals, and contract negotiations with internal teams, while ensuring compliance with procurement rules and regulatory requirements.

What we expect
About you:
You have over 10 years of experience in public affairs, government relations, or government sales, with proven success in regulatory engagement and securing public-sector contracts.
You have a strong track record of managing complex, multi-stakeholder environments and influencing outcomes at senior levels.
You have demonstrated expertise in navigating tendering processes and government procurement cycles.
You are an excellent communicator, with outstanding oral and written skills for persuasive advocacy and executive-level representation.
You have experience working across multiple regions, successfully adapting strategies to varied political and regulatory contexts.
You are fluent in English, with additional languages considered a strong advantage.
